Argentina's INDC Plan

The Plan projects only 15% over BAU (business as usual) in 2030 -- This means an increase of 18-20 % over the baseline year 2005

Buenos Aires, October 2, 2015. On September 28, Argentina formally presented its contribution to the Convention on Climate Change for the post 2020 climate regime. This document was presented to the United Nations on October 1 and adds to those submitted by other countries.

The country commits to reduce its emissions by 15% unconditionally with respect to its baseline scenario (called BAU, Business as Usual), that is, relative to a hypothetical scenario without improvement measures since 2005; while an additional 15% would be added, if the country receives financial support.

The proposal is poor when you consider that Argentina is among the top 25 global emitters and, more importantly, if we observe that represents an increase of almost 20% on the reference year 2005. Year used as a reference for most countries. Also, between 2015 and 2030 emissions never descend, always increasing with less intensity. As the graph shows, the projection starts in 2005 with 450 Mt CO2e and reaches 2030 emissions of greenhouse gases (GHG) emissions equivalent to 670 Mt CO2e in the BAU scenario. With unconditional 15% emissions increase to 560 Mt CO2e and descend only in case the 30% reduction in emissions by 2030, a goal that is conditional if financial support is received.

Below is a chart comparing these commitments with commitments of other countries. The Climate Change Convention is working on a document to compare all the commitments presented by countries.
