ORDINANCE 1026
AUTHORIZING OPERATION OF NEIGHBORHOOD ELECTRIC VEHICLES

THE CITY COUNCIL OF THE CITY OF LAKE MILLS, JEFFERSON COUNTY, WISCONSIN, DOES ORDAIN AS FOLLOWS:

Section 1. Section 6-1-6 or the Lake Mills Municipal Code is created as follows:

6-1-6: NEIGHBORHOOD ELECTRIC VEHICLES PERMITTED:

A. “Neighborhood Electric Vehicle” (NEV) means a motor vehicle that is propelled by electric power and that conforms to the definition and requirements for low-speed vehicles as adopted in the federal motor vehicle safety standards for low-speed vehicles under 49 CFR 571.3(b) and 571.500. Neighborhood electric vehicle does not include a golf cart.

B. An NEV may be operated only by licensed drivers and in accordance with the Rules of the Road as set forth in Wis. Stats. Ch. 346, and in compliance with the requirements of section 6-1-1 of this Title.

C. An NEV may be operated only within the jurisdiction of the City and only on a roadway for which the speed limit is 35 miles per hour or less, except that no NEV may be operated:

  1. On STH 89 (Main Street) north of its intersection with Pine Street;
  2. On STH 89 (Main Street) south of its intersection with Sandy Beach Road;
  3. On CTH A (Mulberry Street) north of its intersection with Prairie Avenue; or
  4. On CTH B (Madison Street) north of its intersection with Pine Street.

D. Any person who shall violate any provision of this section may be subject to the penalty provisions of sec. 6-1-3.

Section 2. This ordinance was sponsored by Council Representative Joe Van Tassel.

Section 3. All ordinances or parts of ordinances inconsistent with or contravening the provisions of this ordinance are hereby repealed.

Section 4. This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
