Priority Climate Action Plan (PCAP) Directory
The Climate Action Plan Directory organizes data collected from 211 Priority Climate Action Plans (PCAP) submitted by US state governments, Metropolitan Statistical Areas (MSAs), Tribes, and territories under EPA’s Climate Pollution Reduction Grants (CPRG) program. The directory presents information from more than 30 data categories related to GHG inventories, GHG reduction measures, benefits for low-income and disadvantaged communities (LIDACs), and other PCAP elements.
A state climate action plan, also called a climate plan, details the policies and strategies a state intends to implement to meet its greenhouse gas (GHG) emissions reduction targets. A climate plan typically includes a GHG emissions inventory, regional and local climate impacts, and a discussion of GHG emissions reduction targets. The plan identifies climate mitigation actions, their potential social, environmental, and economic benefits, and recommendations and strategies for implementing each mitigation action, often quantifying the expected reduction in emissions.
Effective climate action plans will have a legislative directive that requires a robust community engagement process, input from a climate advisory group, a near-term due date for a finalized plan, and periodic updates. Climate action plans should also incorporate and address environmental justice throughout the planning process and within the plan itself, and show transparency and accountability by detailing the methodology and community engagement process.
