Yemen’s unstable post-“Arab spring” democratic transition took a turn when the Houthis – a marginalized group from the north –overthrew the government. In late March a Saudi-led coalition began intensive aerial attacks against Houthi forces, many of which appeared to be in violation of the laws of war. The Houthis have conducted ground operations against armed groups Aden and other cities. Past governments have long discriminated against women, sentenced child offenders to death, and permitted both child marriage and the use of child soldiers.
