I spoke with Nate from the Fargo Planning & Development Department. He stated that he believes this program was initiated in 2002 at the behest of the city's Human Relations Commission, though he doesn't think the City Council ever passed a specific resolution to this effect.
He said that while the program has been popular and well received, the city has skipped a year or two in this 6 year period because of the difficulties in organizing such a huge project.
