RESOLUTION NO. 217
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WOODINVILLE, WASHINGTON, ESTABLISHING A RECREATION SCHOLARSHIP FUND.
WHEREAS, the City of Woodinville has adopted a Plan with the stated goal of making City programs available to Woodinville citizens regardless of their ability to pay; and
WHEREAS, the Plan calls for the establishment of a Recreation Scholarship Fund as a 2001-2002 Action Plan item; and
WHEREAS, the City Council desires to create a defensible methodology that provides for review of applications and determination of eligibility; and
WHEREAS, such a program provides a public benefit by allowing and encouraging private gifts that can match City funding,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WOODINVILLE, WASHINGTON, DOES RESOLVE AS FOLLOWS:
Section 1. Purpose of the Recreation Scholarship Fund.
A. The purpose of the Recreation Scholarship Fund is to provide seed money for use in promoting community support so that low-income families and adults and children with disabilities may have access to City of Woodinville recreation programs.
Section 2. Eligible Scholarship recipients.
A. Eligible residents are defined as those youth and disabled people living within the city limits of the City of Woodinville who meet the requirements of Section 3 below.
Section 3. Scholarship eligibility.
A. Eligibility will be determined by showing proof of qualification for or participation in one of the following:
- 1. Free or reduced school lunch program
- 2. Preschool age children participating in the Head Start program
- 3. Government subsidized daycare
- 4. Receiving DSHS services for the applicant or food stamps for the family.
B. One scholarship per quarter will be available to each eligible family with a maximum of two scholarships awarded per family per year.
C. Maximum amount is $50 per program per participant and $100 per family per year.
Section 4. Application review.
A. The Parks and Recreation staff shall create an application form that each applicant will use to request funding assistance.
B. Scholarships will be dependent on funding availability. Scholarships will be on a first come, first served basis.
C. Scholarship funds will not be available for contracted camps or specialty programs where scholarships are available directly through service providers.
D. Each participant must complete a Recreation Program Scholarship Application form for each scholarship award.
Section 5. Funding.
A minimum of $1,500 will be provided from the City of Woodinville annual operating budget. Additional funds will be sought using the following methods:
1. The City will sponsor one annual fund raising event, either by offering an additional event that requires admission, or by offering the opportunity to contribute to the Recreation Scholarship Fund at existing events.
2. The City will offer each person registering for a program an opportunity to earmark additional funds for the Recreation Scholarship Fund at the time of registration.
3. Grants and donations will be sought as described in the City Gift Catalog.
Section 6. Roles and authority for the Recreation Scholarship Fund.
A. The staff shall administer the program as directed by the Resolution.
B. The Parks and Recreation Commission shall review the program quarterly in the first year and annually thereafter and submit a report in September that summarizes the applications, available funds, the scholarships awarded, and the number and type of applications that did not result in scholarships, and any recommendations for revisions in the amount of City funding available or minimums per individual or family.
C. The Council shall receive the report and direct staff to make any revisions necessary to the Resolution or funding amounts.
D. The Council shall review fee waivers offered by this program annually when action is taken on the omnibus fee ordinance.
