Environmental Management Council
RESOLUTION NO. 02-2005 - RESOLUTION RECOMMENDING MODEL UTILITY SCALE WIND TOWER ORDINANCE

WHEREAS, there is increasing evidence of the adverse impacts of climate change around the world due to greenhouse gas emissions from the burning of fossil fuels, and

WHEREAS, nationally, the electricity industry is the largest single source of greenhouse gas emissions, and

WHEREAS, wind energy is becoming increasingly viable, both technologically and economically, as an alternative to fossil fuel generation, and would help to significantly reduce the greenhouse gas emissions from electricity generation, and

WHEREAS, New York State has an abundance of land suitable for wind development, and a state mandate to increase its use of renewable energy, and

WHEREAS, the Environmental Management Council (EMC) Energy Committee, with a consultant, developed a Model Utility Scale Wind Tower Ordinance that municipalities could adopt to help guide decisions regarding siting and the associated environmental impacts of utility scale wind tower facilities in Tompkins County, now therefore be it

RESOLVED, That the Tompkins County Environmental Management Council endorses the Model Utility Scale Wind Tower Ordinance presented by the Energy Committee, and

RESOLVED, further, That the Tompkins County Environmental Management Council directs the EMC Chair to forward the Model Ordinance to municipal boards and planning boards in Tompkins County for consideration.
