Resolution Number: 30758
A RESOLUTION endorsing the goals of "A Roof Over Every Bed in King County: Our Community's Ten-Year Plan to End Homelessness" and stating The City of Seattle's intent to work with other organizations and governmental entities in the implementation of this plan.

WHEREAS, it is estimated that there are over 8,000 people who experience homelessness in this region on any given night; and

WHEREAS, the City of Seattle invests over $25 million a year to provide assistance to help homeless households; and

WHEREAS, new efforts and a new focus are needed to achieve measurable results in reducing the number of homeless households in the region; and

WHEREAS, the community, including government officials, the United Way, the faith community, the business community, homeless persons and advocates, and non-profit organizations have worked over the last several years to develop a plan that seeks to end homelessness, not simply manage homelessness, by pursuing new efforts to address homelessness;

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

Section 1. The City of Seattle endorses the goals of "A Roof Over Every Bed in King County: Our Community's Ten-Year Plan to End Homelessness," a copy of which is attached as Attachment 1, and states the City's intent to work in partnership with other levels of government, the United Way, faith-based and civic groups, affected communities, philanthropies, the business community, non-profit housing and service providers, and others to implement this plan over the next ten years.

Section 2. The City recognizes that additional resources will be required in order to meet the ambitious goals included in the Ten-Year Plan to End Homelessness and that local government resources are not adequate to achieve these goals.

Therefore, the City of Seattle, in partnership with the Committee to End Homelessness, will aggressively seek increased funding at the local, county, state and federal levels to fulfill the goals of the Ten-Year Plan.

Section 3. The City's Human Services Department, in collaboration with King County and the United Way shall provide an annual report beginning March 1, 2006 on the region's progress toward meeting the goals of the ten-year plan.

Section 4. The City's Human Services Department and other relevant City Departments will look for opportunities to implement the strategies/policies contained in the Ten-Year Plan to End Homelessness.

Section 5. The City's intent as expressed in this resolution is not to establish any legal obligations nor to confer any legal rights on any particular class or group of persons.
