''RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA SUPPORTING THE USE OF "ZAP" ELECTRIC BIKES AND SCOOTERS IN THE CITY OF SANTA ROSA''

'''WHEREAS''', the City of Santa Rosa is committed to protecting the environment and the health of its residents; and

'''WHEREAS''', overuse of gas-powered vehicles is harmful to people's health and the environment and contributes to noise pollution; and

'''WHEREAS''', Zero Air Pollution Company ("ZAP") designs and manufactures electric bicycles and scooters, which are an environmentally-friendly alternative means of transportation; and

'''WHEREAS''', electric bikes and scooters will reduce the amount of traffic, congestion, air pollution and noise pollution in Santa Rosa and improve the overall quality of life for Santa Rosa residents; and

'''WHEREAS''', electric bikes and scooters offer mobility for disabled individuals and others who are physically unable to either drive automobiles or use pedal-only bicycles; and

'''WHEREAS''', Santa Rosa and more than 170 other law enforcement agencies across the nation use electric bicycles in their daily patrols and find them to be both useful and safe; and

'''WHEREAS''', it is the Council's intent that these devices will be treated as bicycles, subject to the rules and provisions governing bicycles within the City.

'''NOW, THEREFORE, BE IT RESOLVED''' that the Council supports the use of ZAP electric bicycles and scooters in the City of Santa Rosa.
