RESOLUTION SUPPORTING RATIFICATION BY THE UNITED STATES OF THE CONVENTION ON THE ELIMINATION OF ALL FORMS OF DISCRIMINATION AGAINST WOMEN AND EFFORTS TOWARDS LOCAL, STATE AND NATIONAL IMPLEMENTATION OF CEDAW PRINCIPLES

WHEREAS, the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) is the only international agreement that comprehensively addresses the full equality of women in all areas; and

WHEREAS, March is Women's History Month, and March 2005, marks the tenth anniversary of a resolution adopted by the Santa Cruz County Board of Supervisors supporting national ratification of CEDAW; and

WHEREAS, CEDAW was signed by President Jimmy Carter in 1980 but still has not been ratified by the United States as a result of the Senate's failure to vote; and

WHEREAS, to date, 179 countries, representing over 92 percent of the world, have ratified or acceded to the Convention; and

WHEREAS, having failed to ratify CEDAW makes the United States alone among industrialized nations; and

WHEREAS, ratification of CEDAW and full implementation of its principles will improve the economic status of women, make progress toward the elimination of violence against women, and achieve the equal treatment of women in the United States; and

WHEREAS, in August, 2004, the California Legislature passed Assembly Bill 358 calling for State implementation of CEDAW, but the bill was vetoed by the Governor; and

WHEREAS, to date, 16 states and territories, 18 counties, and 44 cities have passed resolutions supporting CEDAW, of which 10 counties and 10 cities are in the State of California, and similar efforts are underway in many other cities and counties; and

WHEREAS, the successful implementation of the CEDAW ordinance in the City and County of San Francisco has demonstrated the value of working toward integrating gender equity and human rights principles into all of its operations; and

WHEREAS, with the support of the Santa Cruz County Board of Supervisors, the Santa Cruz County Women's Commission has significantly contributed, since and before 1995, toward national ratification and local CEDAW implementation through community outreach, focus groups, and participation in national and international forums.

NOW, THEREFORE, BE IT RESOLVED that the Santa Cruz County Board of Supervisors hereby supports ratification by the United States of the Convention on the Elimination of All Forms of Discrimination Against Women and efforts towards local, state and national implementation of CEDAW principles.
