RESOLUTION NO 07-133
A RESOLUTION DECLARING DECEMBER 1, 2007, AS WORLD AIDS DAY IN THE CITY OF NORTH ROYALTON

WHEREAS: World AIDS Day is observed every year on December 1 to encourage action in the face of the global HIV/AIDS pandemic, and to raise awareness in local communities on every continent, and in every country; and

WHEREAS: There have been nearly 75,000,000 cases of HIV infection around the world, over 1,000,000 in the United States, and over 5,000 in Northeast Ohio, making AIDS one of the worst epidemics in human history; and

WHEREAS: HIV/AIDS knows no boundaries: it affects men and women, the young and the elderly, people of all races, socioeconomic classes, sexual identities, and people from all faith traditions. In Northeast Ohio HIV/AIDS lives in tiny rural hamlets, small towns, suburbs, and large cities and for every person with HIV/AIDS there are friends, mothers, fathers, children, siblings, coworkers, classmates, and neighbors who are often personally impacted as well; and

WHEREAS: The theme for World AIDS Day 2007 is "Take the Lead," emphasizing the role that all of us can play in fighting the epidemic; and

WHEREAS: The fight against HIV/AIDS globally, nationally, and in our local communities requires a commitment to education, treatment, and compassion at all levels of community life, from government to individual citizen action; and

WHEREAS: The fight against HIV/AIDS also calls on us to talk about HIV/AIDS in our personal relationships, in our families and to our children, so that we communicate factual information to those we love about the steps they can take to avoid HIV infection; and

WHEREAS: The fight against HIV/AIDS also calls on us to heed the recommendation of U.S. public health officials that all adult Americans should get the HIV antibody test so that we can promote early access to medical care, and thereby improve medical outcomes for people now living with the virus.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH ROYALTON, COUNTY OF CUYAHOGA AND STATE OF OHIO, THAT:

Section 1. The City of North Royalton hereby declares December 1, 2007, World AIDS Day in the City of North Royalton, and reaffirms its commitment to support a compassionate community response to HIV/AIDS.

Section 2. In recognition of World AIDS Day 2007, the City of North Royalton encourages its citizens to talk openly about HIV/AIDS in their homes, in workplaces, in schools, and in faith community settings; so that together, we can "keep our promise" to the next generation that we will, together, work to build a world free of HIV/AIDS.

Section 3. It is found and determined that all formal actions of this Council concerning and relating to the adoption of this Resolution were adopted in an open meeting of this Council and that all deliberations of this Council and any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.

THEREFORE, provided this Resolution receives the affirmative vote of a majority of all members elected to Council, it shall take effect and be in force from and after the earliest period allowed by law.
