2.43 : Multi Modal Transportation Committee.

1.000: Establishment. There is hereby created the Multi Modal Transportation Committee of the City of Mankato.

2.000: Composition. The committee shall consist of six (6) members, all residents of the City of Mankato, including: one (1) member of the Planning Commission appointed by the City Council, one (1) member of Mass Transit User Group appointed by the City Council, one (1) member of Airport User Group appointed by the City Council, one (1) member representing bicycle and pedestrian interests appointed by the City Council through the Appointments Committee, one (1) member having a traffic engineering background appointed by the City Council through the Appointments Committee and one (1) Council member appointed by the Mayor with the approval of the City Council. The City Manager will appoint a secretary to the committee who will serve as an ex officio member of the Committee, record the minutes and present staff recommendations. One or more staff members will be present as determined by the issues to be discussed.

3.000: Terms. The resident members shall serve for a term of three (3) years. All terms shall expire on June 30 of the year in which the terms expire. The Council member shall serve on the committee at the pleasure of the Council. The ex officio member shall serve on the committees under the direction of the City Manager.

Of the five (5) resident members of the committee initially appointed. one (1) shall be appointed for a term of one (1) year, two (2) shall be appointed for a term of two (2) years and two (2) shall be appointed for a term of three (3) years. Thereafter, all terms shall be for three (3) years. No person may be appointed to more than three (3) complete, successive terms as a committee member.

4.000: Vacancies. Any vacant committee membership shall be filled for the unexpired portion of any term by of the City Council.

5.000: Compensation. The members of the committee shall serve without compensation.

6.000: Removal. The Council, by majority vote, may remove any member of the committee for cause.

7.000: Duties.

A. The committee shall adopt rules for the operation and organization of the committee.

B. The committee shall conduct meetings and hearings, open to the public upon due notice of the meeting, into such matters as are referred by the Council or City Manager to the committee for evaluation or the conducting of hearings.

C. The committee may meet on a monthly basis.

D. The committee may review and recommend a five (5) year multi-modal transportation related improvement plan.

E. The committee may review and recommend Airport capital development projects.

F. The committee may review and recommend transit system routes, rate, financial performance and capital improvements.

G. The committee may review and provide recommendation to the Bike and Pedestrian system.

H. The committee may review and recommend regional transportation matters.

I. The committee may review and recommend road designation.

8.000: Chairperson. The Multi-Modal Transportation Committee shall elect from among its resident members a chairperson who will serve a one (1) year term. This election will be conducted at the first committee meeting held after January 1.

9.000: User Groups Mass Transit and Airport User Groups, consisting of individuals with vested interests in the respective areas may be formed and meet as directed by the City Manager. One (1) city staff member, designated by the City Manager and one (1) Multi-Modal Transportation Committee member shall be present at user group meetings.
