ORDINANCE 1026B
AUTHORIZING OPERATION OF NEIGHBORHOOD ELECTRIC VEHICLES

THE CITY COUNCIL OF THE CITY OF LAKE MILLS, JEFFERSON COUNTY, WISCONSIN, DOES ORDAIN AS FOLLOWS:

Section 1. Section 6-1-6 or the Lake Mills Municipal Code is created as follows:

6-1-6: NEIGHBORHOOD ELECTRIC VEHICLES PERMITTED:

A. “Neighborhood Electric Vehicle” (NEV) means a motor vehicle that is propelled by electric power and that conforms to the definition and requirements for low-speed vehicles as adopted in the federal motor vehicle safety standards for low-speed vehicles under 49 CFR 571.3(b) and 571.500. Neighborhood electric vehicle does not include a golf cart.

B. An NEV shall be operated by licensed drivers only and in accordance with this Title, which incorporates the state traffic laws under section 6-1-1.

C. Subject to paragraph D, NEV’s may be operated only within the highway jurisdiction of the City and only on a roadway for which the speed limit is 35 miles per hour or less.

D. On connecting STH 89, NEV’s may be operated only from points north of its intersection with CTH A and only from points south of its intersection with Pine Street. All operation of NEV’s on STH 89 that lie outside these jurisdictional limits at CTH A and Pine Street is prohibited.

E. Any person who shall violate any provision of this section may be subject to the penalty provisions of sec. 6-1-3.

Section 2. This ordinance was sponsored by Council Representative Joe Van Tassel.

Section 3. All ordinances or parts of ordinances inconsistent with or contravening the provisions of this ordinance are hereby repealed.

Section 4. This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
