RESOLUTION NO. 080775
Urging the U.S. Congress to provide immediate funding for mass transit expansion and to provide fuel subsidies for all mass transit operations and directing the City Clerk to send certified copies of this resolution to our elected federal officials.

WHEREAS, the price of gasoline is currently over $4.00 per gallon, which is double what it was just three years ago, and is expected to rise; and

WHEREAS, citizens of Kansas City, Missouri are using public transportation in increasing numbers to combat the affect that rising fuel prices have on family finances; and

WHEREAS, public transportation officials are scrambling to accommodate the increasing number of riders, with 90% of American cities experiencing an increase in ridership, and KCATA ridership specifically increasing 11% in the first 5 months of 2008 over the first 5 months of 2007; and

WHEREAS, diesel fuel prices are rising as well, to $2.03 higher than at this time last year, placing burdens on mass transit systems, causing them to raise fare prices, cut service, lay off staff, and delay needed capital spending. For every penny change in diesel fuel prices, the cost to KCATA is $26,000.00 making fare increases in our city inevitable; and

WHEREAS, overcrowding on KCATA busses is already an issue, which is inconvenient for commuters and also leads to a burden on bus schedules; and

WHEREAS, the increase in public transportation ridership not only benefits our citizens, but also our environment in reducing energy consumption and reducing carbon emissions;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Council of Kansas City, Missouri urges the U.S. Congress to provide immediate funding for mass transit expansion and to provide fuel subsidies for all mass transit operations to avoid fare increases for commuters and make public transportation a viable option for all in our current economic situation; and

Section 2. That the City Clerk of Kansas City Missouri is hereby directed by the City Council to transmit certified copies of this resolution to President George W. Bush, U.S. Congressman Emanuel Cleaver, U.S. Congressman Sam Graves, U.S. Senator Kit Bond, and U.S. Senator Claire McCaskill.
