RESOLUTION NO. 061197
Encouraging the Kansas City Area Transportation Authority to further the participation and utilization of minority-owned and women-owned businesses in awarding its contracts and directing the City Clerk to deliver this resolution.

WHEREAS, the City of Kansas City supports the growth of minority and women owned businesses and the employment of socially and economically disadvantaged individuals; and

WHEREAS, the City of Kansas City supports measures taken by agencies it funds to encourage the opportunities for such businesses and employees; and

WHEREAS, the City of Kansas City specifically encourages the participation of qualified Disadvantaged Business Enterprises (DBE) Minority Business Enterprises (MBE) and Womens Business Enterprises (WBE) in contracts funded by federal or City funds; and

WHEREAS, the City of Kansas City provides funding to the Kansas City Area Transportation Authority (KCATA) through a three-eighths cent sales tax; and

WHEREAS, the KCATA awards numerous contracts funded by the sales tax and federal funds, which have historically included DBE, MBE and WBE requirements; and

WHEREAS, the KCATA should ensure a policy of nondiscrimination in the awarding of its contracts; and

WHEREAS, the KCATA should ensure that DBEs, MBEs and WBEs have the opportunity to compete on a level playing field for all of its contracts; and

WHEREAS, the awarding of contracts by KCATA and other City agencies aids in removing obstacles for DBEs, MBEs and WBEs and allows such businesses to compete successfully in other markets;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby encourage the use and participation of Disadvantaged Business Enterprises, Minority Business Enterprises and Womens Business Enterprises in any Kansas City Area Transportation Authority contracts funded by the City of Kansas Citys sales tax or by federal funds; and

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be sent to the Kansas City Area Transportation Authority by the City Clerk.
