RESOLUTION 97-97 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY OF FORT COLLINS TO JOINTHE CITIES FOR CLIMATE PROTECTION CAMPAIGN

WHEREAS, based on scientific evidence that carbon dioxide (CO2) and other greenhouse gases (ghg) released into the atmosphere will have a profound effect on the Earth's climate, the United States joined with 160 countries and signed the United Nations Framework Convention on Climate Change which calls on industrialized nations to reduce greenhouse gas emissions to 1990 levels by the year 2000; and

WHEREAS, energy consumption, specifically the burning of fossil fuels, e.g., coal, oil and gas, accounts for more than 85% of U.S. greenhouse gas emissions; and

WHEREAS local governments greatly influence their community's energy usage by exercising key powers over land use, transportation, building construction, waste management, and, in many cases, energy supply and management; and

WHEREAS, local government actions taken to reduce greenhouse gas emissions and increase energy efficiency provide multiple local benefits by decreasing air pollution, creating jobs, reducing energy expenditures, and saving money for the City government, its businesses and its citizens; and

WHEREAS, the Fort Collins Air Quality Policy Plan, approved by Council in 1993, contains the goal of "continually improving air quality as the City grows"; and

WHEREAS, the 1996 Air Quality Action Plan specifically calls for participation in the Cities for Climate Protection campaign, as an important intergovernmental partnership that will strengthen Fort Collins' ability to meet the goal of continually improving air quality; and

WHEREAS, the Council intends for the City to take a leadership role in increasing energy efficiency and reducing greenhouse gas emissions from municipal operations; and

WHEREAS, the Council further seeks to join with cities from all over the world in the Campaign

NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the City Manager be authorized and directed to proceed on behalf of the City to participate in the Cities for Climate Protection Campaign; to develop a local action plan which describes the steps our community will take to reduce greenhouse gas emissions, including a greenhouse gas audit, or baseline and future emission analysis; to determine the source and quantity of greenhouse gas emissions within the City; to establish a CO2 or greenhouse gas emission reduction target; and to develop a strategy for meeting the greenhouse gas reduction target.
